Toolkit on Gender Knowledge and Practice |
The Toolkit on Gender Knowledge and Practice has been developed with the technical support from the German Technical Cooperation (GTZ). It provides tools for gender aware analysis and formulation of projects and policies, as well as tools for gender aware monitoring, evaluation and advocacy to facilitate technical tier and senior management of the Ministry of Women Development and the Women Development Departments, and of selected Line Ministries in undertaking development planning and implementation from a more gender informed position. For in depth gender analysis and programme planning, the toolkit includes specific tools for the livestock/agriculture, labor/employment, renewable energy and human rights (that is, violence against women in particular) sectors. The process of development of this toolkit went through a series of consultations, workshops and trainings. It likewise includes the feedback and guidance of selected stakeholders from MoWD, WDDs, Line Ministries as well as from gender experts, academia and civil society. This participatory process of developing the toolkit was initiated to adapt the tools to the actual needs and requirements of Government officers and management, and likewise adapt the toolkit to their everyday working routine. The toolkit also defines gender issues within the socio cultural context of Pakistan and is likewise unique in facilitating the Government of Pakistan in implementing its mandate for gender mainstreaming. The process of developing the toolkit kept in view the need to retain the analytical and transformatory essence of the gender approach which had been the core of the gender training program pursued by the GTZ CB-MoWD project. | | | Booklet 2 – Generic Tools Policy Analysis and Formulation The generic tools for policy analysis and formulation are to be used by officers of the MoWD, the WDDs and by any other Government official from Line Ministries at the federal and provincial levels. These tools help to integrate gender aspects in the formulation and analysis of policies. The detailed generic tool for policy analysis guides the user through the ways in which a policy can be reviewed applying a gender 'lens'. The detailed generic policy formulation tool is a step-by-step guide on how a policy needs to be formulated and where gender aspects are important to consider. The basic generic tools on policy analysis and policy formulation provide a quick and broader overview to the user. It likewise will especially be of use to the leadership of government institutions and will support them in providing guidance on the integration of gender in project analysis and formulation. A brief on gender and policies explains the background on why it is important to integrate gender into policies, and how gender can transform policies to be effective in the everyday lives of both women and men. The generic tools for policy formulation and analysis are complemented by a sector specific checklist prepared to facilitate the formulation and analysis of policies in four selected sectors (found in booklets 4 to 7). |

Applying the detailed tool for project formulation will assist in preparing a development project in the field of human rights or any other project focusing on aspects of the elimination of violence against women, while concentrating on the integration of gender. The detailed tool follows the PC1 project formulation logic and gives step-by-step instructions, raises relevant questions and provides examples. The basic tool on project formulation in human rights/ violence against women is intended to provide a quick and broader overview to the user. It likewise will be of use especially for the leadership of relevant government institutions and support them in providing guidance on the issue. The sector specific checklist aids in identifying important issues for formulation and analysis of policies focusing on human rights with a focus on the elimination of violence against women or any other policy that needs to include issues related to the elimination of violence against women. It will also support the work of officers of the MoWD and WDD/Ds when dealing with related projects and policies. Applying the detailed tool for project formulation will assist in preparing a development project in the renewable energy sector while concentrating on the integration of gender. | | | Booklet 8 – Generic Tools Advocacy This booklet contains an introduction to issues on gender and advocacy whilst discussing various methods of advocacy with a gender perspective. The generic advocacy tools aim at providing ways and means to the officers for advocating change for gender equality and inspiring them to influence policy development and project formulation processes in favor of gender equitable results. It also guides MoWD and WDD leadership to expand on its role of policy advocacy as the national women’s machinery and facilitate them to develop practical measures for policy advocacy. |

| | | Booklet 9 – Generic Tools Monitoring and Evaluation This booklet provides the user with generic tools for monitoring and evaluation such as the Logframe, the project planning matrix and the activity plan, whilst highlighting specific gender issues in monitoring an evaluation. The tools are supposed to assist all government officers that have to develop monitoring and/or evaluation plans. Together with the generic tools for project planning (Booklet 3) the monitoring and evaluation tools will be specifically helpful for officers engaged in developing PC1s (project proposals) as the tool guides them on formulating project objectives, describing the project context, setting project priorities, considering risk factors, thinking of mitigation strategies and developing indicators or envisaging results based on the project objectives. | | | | | |
